I had the same issue. Problem was that the CD I use for booting the clients to load the image is 32-bit but the client images are 64-bit. My batch file tried to run bcdboot from the windows folder of the 64-bit image I just imaged to the hard drive. My solution was to copy the 32-bit bcdboot.exe to the network share where I store my images and edit the batch file to call it from there instead of the Windows system32 folder.
